The Training Gap in Lifelong Learning

The aim of this project is to explore the training gap between the low and high skilled, and the young and the old, across countries. The focus of the proposed research is to explore underlying factors in different participation rates across countries at macro, meso and micro levels:

• At the macro level the focus is on the impact of the structure of national educational systems and policies and on labour market institutions on opportunities for lifelong learning

• At the meso level the focus is on the impact of organisational characteristics of enterprises and differences between product sectors on training decisions

• At the micro individual level, the focus is on individual characteristics that influence participation in adult learning. In this context it would be useful to shed some light on the extent of gender differences in participation.

In terms of policy implications we are interested in how, and under what circumstances the training gap between the high- and low-skilled may be reduced.
