The aim of this project is to carry out a pilot study of Household Budget Surveys data from selected EU member states in order to assess and develop their suitability for analysis of a variety of issues related to inequality in consumption and the income-consumption relationship. If a satisfactory level of comparability can be achieved, the analysis of expenditure levels and patterns and their determinants will proceed, with a focus on capturing and illuminating living standards across different income levels in countries with different levels of average income per capita. On the basis of the knowledge and experience gained from the pilot study, focusing on four countries, the feasibility of using HBS data for comparative research across the EU, and the data-handling methods and procedures needed to make such research possible, will also be assessed.
